Kodo is ordered to travel the country investigating various mysteries in towns where “black snow” has been reported to fall. During his journey, he encounters a young boy who believes his own extraordinary power is a curse — and Kodo teaches him to control it, giving him a letter of recommendation to enroll at Seihō.
